pluto: Improve connection finding with early remote peer ID
In IKEv2 with IDr and in IKEv1 Aggressive Mode, we can already take
the peer ID into account when trying to find a first matching
connection. This avoids us needing to switch later.
This also addresses some cases where two clients behind the
same NAT with a different peer ID's would get the proper
connection.
This fixes aggr-pluto-03-dual-nat
