ikev2: in IKE_AUTH initiator, create the first child directly from the
first pending connection
... and not from the IKE SA's connection followed by a connection
switch.
Do this last.
Only when there's no pending connection is the IKE SA's connection
used (the comment with this code talks about re-auth but wouldn't
a re-auth put the connection on pending?).
