Revert "ikev2: hack to put larval second child on hold"
Can't yet trust .st_v2_larval_{initiator,responder}_sa.
Suspect the msgid code, which knows exactly when an exchange
has finished, will need to do the job.
This reverts commit 2356ede4e8d3d68dbd9a719b1e8f1001986e4d36.
