initiate: delay adding the narrow bare shunt
Only add it when there's code expecting to find it. For
instance, for OE:
- adds the narrow bare hold shunt
- widens the kernel shunt
- adds the wide bare shunt
- deletes the narrow bare shunt
making it clear that some steps are redundant. Labeled connections
are similar.
