kev2 sec_label: merge rekey IKE SA code into
initiate_v2_CREATE_CHILD_SA_rekey_ike()
Combine ikev2_rekey_ike_start() and ikev2_initiate_child_sa()
gutting the result.
Noteably, drop code instantiating the sec_label template
connection; oops.
