packets: eliminat same_pbs_out_as_chunk()
Pass a read-only shunk down to the renamed send_shunks().
Speaking of which: the message header should include the 0 SPI prefix
so that send_chunks() can skip it (instead of a copy to stack to add
it), and the two chunks should be passed to write as iovs.
