ikev2: drop state_is_busy() call in is_duplicate_request_msgid(), simplify
nee is_duplicate_request()
The code can assume:
- the request is for a secured exchange (i.e., not IKE_SA_INIT)
- the IKE SA, an not a Child SA is the recipient (no state switch)
also clarify what isn't a duplicate
