testing: sanitize << priority 1234 >> as << priority PRIORITY >>
Update tests to expect PRIORITY, but not expect any changes
in the order that xfrm-policy is listed.
(The thing to remember is that ipsec look, at least, already has
the xfrm-policies listed in priority order so as long as the order
doesn't change things are ok.)
