connections: don't reverse the (priority) polarity; fix bug #449
Instead of computing the winner-is-bigger priority and then reversing
it's polarity, compute the winner-is-a-zero priority directly.
Put instances before templates, properly fixing bug #459 (originally
templates were before instances; that was hacked to put sec-label
instances before templates before instances).
