kernel: drop .shunt_policy() from struct kernel_ops
Verbatum merge netlink_shunt_policy() into shunt_policy() (calling it
bare_policy_op() for now). It implements things using .raw_policy();
suspect many of the things it implements aren't needed.
bsdkame_shunt_policy(), which talked directly to pfkey, is deleted.
It's assumed that bsdkame_raw_policy() can handle all calls.
