kernel: when raw_policy(KP_DELETE_INBOUND), don't specify the template
Consistent with KP_DELETE_OUTBOUND.
(fortunately) the kernel seems to ignore it, it was often wrong.
For instance when deleting a policy inserted by acquire it was
trying to convince the kernel that the policy transport template.
