kernel: slimplify eclipsed() into eclipsing()
- active tense, who eclipsed() who?
- pass in / return an spd_route
since an spd_route has a connection back link
- filter out things that can't be eclipsing
- just walk parent chain looking for ROUTED_ECLIPSED
- drop eclipse_counter (micro-optimization?)
