ikev1: don't ignore parse errors detected by preparse_isakmp_sa_body()
It logs them then drops the message. Should it instead silently
drop the message?

(exact match means proposal's policy has to exactly
match connection's policy)
- always exactly match POLICY_AGGRESSIVE
- exact match POLICY_XAUTH almost always
