connections: add fuzz_soft_limit() to figure out byte/packet limits
- initiator uses the fuzzed:
soft_limit * 0.25 .. soft_limit * 0.50
- responder uses the fuzzed:
soft_limit * 0.75 .. soft_limit * 1.00
expect expire tests with carefully crafted constants to fail
