kernel: update updown code
- move to updown.c
- in add_connection(), map %disabled and "" onto updown==NULL
- rename do_command() to do_updown()
- replace string verb with enum
the enum order (mostly) reflects the invocation order, that is
PREPARE->ROUTE-UP->DOWN->UNROUTE
