kernel: overhaul route_owner()
- pass in and return SPDs, not connections
- clarify that the bonus SPD is for an installed policy
- replace lport==rport with selector_eq_selector()
- drop outer loop iterating over the SPD's connection's SPDs
at this point the connection has only one SPD
