kernel: inline eroute_outbound_connection()
It fiddles with both the CAT (client address translation) and
normal kernel policies, however one call uses information from
a child_sa while the second uses information from acquire.
And rename sag_eroute() (one of the calls) to
state_kernel_policy_op_outbound().
