kernel: add .sa_marks, .xfrmi, and .sec_label to kernel_policy
Initialize all three in kernel_policy_from_{spd,state}().
Initialize just .sec_label in kernel_policy_from_void().
Note several places where the kernel_policy doesn't have
.sa_marks and .xfrmi set, yet the op does pass those values in.
Suspect there's a bug here, trying to replace a full
kernel policy with a bare one would require correct marks?
