ip: update ip_cidr
cidr_specified() -> cidr_check()
numeric_to_cidr() -> ttocidr_num()
add cidr_prefix() cidr_host() and conversions to subnet/selector
These are interesting since the conversion is assumed to
strip the host identifier.
