initiate: in cannot_ondemand() drop code replacing the acquire's kernel
policy
... with the acquire's kernel policy but with a different timeout
and SHUNT_HOLD:
- it's a no-op, both raw_policy() and xfrm_raw_policy()
return early when SHUNT_HOLD
- even if it weren't a no-op, xfrm_raw_policy() ignores
the new timeout
