whack: drop .opt_set and enum whack_opt_set
Instead directly check for .nr_impairments and .debugging.
The code "worked" because the never explicitly set .opt_set's
value of 0 happened to match WHACK_ADJUSTOPTIONS.
Also drop .string[1-3], as unused.
