whack: make the magic opts-seen bits more standalone
- opts1_seen -> opts_seen
- for any normal options, set seen[OPT]
- add OPTS_SEEN_DBG and OPTS_SEEN_NORMAL
(note that opts_seen still contains many OPT_* bits)
