ikev1: clone some revive+routing code to event_v1_retransmit()
Clone the IKEv1 hack in delete_state() that updates the routing as
part of scheduling a revive to event_v1_retransmit(). This way,
like IKEv2, it happens before delete_state() is called.
A next step could be to just call connection_timeout*(); later.

testing: shuffle order of IKEv1's revive vs delete-state messages
Expect order to match IKEv2.
