ipsec {down,delete}: in whack_bottom_up() hold a connection ref
So that the connection remains live for the entire callback.
For "ipsec down", don't detach whack after downing an instance.
This way the last-gasp "deleting instance" message can make it
to whack.
For "ipsec delete", delref the floating permenant reference
leaving one for whack_bottom_up() to release.
