ikev1: ikev1_duplicate_state() -> new_v1_child_sa()
Return struct child_sa.
This sets up things for an inversion of the:
connection_initiate() -> ipsecdoi_initiate()
call sequence. ipsecdoi_initiate() needs to update the
routing, but only when the initiate succeeds.
