ikev2: in flush_incomplete_children(), call connection_delete_child()
When applicable, will switch connection to ROUTED_ONDEMAND and
schedule a revival (expect output changes).
- replace code triggering a replace event
- apply to all children, not just larval children
function so needs a rename
