libipsecconf: replace starter_log(LOG_LEVEL_ERR) with llog(RC_LOG)
And not llog_error() say.
There doesn't seem to be any consistent rationale behind what
is info and what is an error. For instance, you'd expect
an error to fail the load yet doesn't.
