libwhack: merge addconn & whack send_whack_msg() into whack_send_msg()
As before:
addconn: exit(RC_WHACK_PROBLEM) when things fail
extra access() check on socket
missing sockaddr.len initializer!
whack: uses llog() et.al.

testing: expect more detailed Pluto not running message from whack
i.e., identical to addconn:
ERROR: ipsec whack: Pluto is not running (no "/run/pluto/pluto.ctl"): No
such file or directory (errno 2)
(perhaps too detailed)
