routing: force routing transition when kernel fails
For instance, force the transition from UNROUTED_INBOUND to
ROUTED_TUNNEL before returning a failure when kernel state/policy
for that connection fails. Should help with error recovery
as code will try to teardown the established state/policy.

testing: more impair-install-ipsec-sa-* updates
This is the output when routing fudges the transition
before returning fail. The result is more errors and
less lingering state/policy.
