ipsec whack --shutdown: drop attempt at legacy compatibility
Because WHACK_MAGIC wasn't changed while .whack_shutdown
was being moved it isn't possible to safely parse a legacy
whack_message.
<<ipsec stop>> uses the initsystem which uses SIGTERM.
