xfrm interface: in .supported(), check for existing valid device first
And when one is found, assume ipsec-interface is supported.
When no interface is found, yet ipsec1 seems to exist, probe
it to see what the problem was. Also fix ipsec1 name.
re-fix #1771 after ip link add ipsec1; ipsec add ... connection becomes
unloadable
