routing: in <<SUSPEND, ROUTED_TUNNEL, PERMANENT>> inline do_updown_unroute()
And clarify when unroute/down happen.
Replace obsolete comment about needing to pre-update the routing
with comment about how .bare_route is never set to current connection.
