routing: when tearing down a failed initiate, run UPDOWN_UNROUTE
Even though the connection wasn't routed.
This restores v4.x behaviour and provides an external notification
of a failed connect attempt.
(Note: it runs UPDOWN_UNROUTE regardless of any revival)
