debugging: add plutodebug=updown
Passes IPSEC_INIT_SCRIPT_DEBUG=yes to _updown.
Like some init scripts, when _updown sees that variable
it sets -x -v. Perhaps it should be given a separate
variable. Perhaps -v is a little over the top.
