vendorid: simplify table construction
- replace .flags with enum vid_kind .kind
- combine VID_SUBSTRING_* bits into enum vid_kind VID_SUBSTRING
- use only VID() and RAW() to construct entries
- use llog() throughout
- clarify overlapping Vendor IDs
close #1559 debug log shows clashing vendor id's
