testing kvm: fix KVM_WORKERS=... with no KVM_PREFIX=
For instance Makefile.inc.local contains:
#KVM_PREFIX= i.e., unset
KVM_WORKERS=3
The result is domains like:
east 2east 3east ... et.al.
close #1850 KVM_WORKERS with no KVM_PREFIX does nothing
