testing web: overhaul runner
- support KVM_BRANCH_NAME KVM_BRANCH_TAG
form name of test run using $(KVM_BRANCH_NAME)-$(KVM_BRANCH_TAG)
- if a platform (FreeBSD, Fedora, ...) builds, enable its tests.

testing kvm: generate result.json in OUTPUT/, update
- add .platform (fedora, openbsd, ...)
- add .test_host (east, set)
replacing .test_guest (netbsde, openbsdset)
- drop .directory and .output_directory
Note: it doesn't include which hosts used which platforms; later.
