ipsec-interface: add config option ipsec-interface-managed={yes,no}
When managed=no, don't probe the kernel.

ipsec-interface: probe support during startup, and only when managed
Merge kernel_ipsec_interface's .supported() and .check_stale()
into .init(). Call once during startup, log result.
.check_state() was being called by listen (but only once).
.supported() was being called by connection-load
