whack: rework --auth-* options
Split it into two steps:
- build an authby= string that looks like what ipsec.conf expects
- parse that string into authby bits
sets things up for moving second step to pluto

libipsecconf: eliminate .authby and .sighash_policy in struct starter_conn
Instead build the whack_message .authby and .sighash_policy
when building the whack message.
This moves, but does not eliminate, the .sighash_policy default
in addconn.
