Merge state: re-work received DNS server code
- move code into append_st_cfg_dns()
- sync IKEv1 and IKEv2 checks
- update log messages
- add missing call in modecfg_inI2()
close #2229 dns isn't ignored

- perform unpack
- ignore for 0.0.0.0/32
- ignore when ignore-dns=yes
- add missing call from modecfg_inI2()
