documeation: update ipsec-checkconfig so state syntax
since that is all it really does (semantic checks happen in
pluto). Also trim see-also back to ipsec.8, libreswan.7,
ipsec.conf.5 since those are directly relevant.
close #2244 ipsec addconn --checkconfig almost reduced to no-op
