kernel: use outer_ipsec_proto_info()
to get ESP/AH transform attributes; repace ?: chain
Note: this macro can't return the IPcomp transform
(Support for only IPcomp, or IPcomp as the outer transform,
was deleted long ago)
close #2449 add/use outer_ipsec_proto_info()
