Merge pluto: put --config PATH through realpath(3)
that way, when it is a relative path, ADDCONN can find it
(ADDCONN isn't run from CWD when `ipsec pluto --config ...`)
close #2441 ipsec pluto --config FILE isn't fully resolved before passing
to ipsec addconn

It should be noted that it isn't clear what was being tested;
apparently the details are in Red Hat's bug 1645137 that isn't public.
