whack: add WHACK_PUBKEY and struct whack_pubkey
For oppo, embed the whack_pubkey in the existing message.
For addkey (possibly implicit) send a WHACK_PUBKEY message.
This reimplements "whack: define struct whack_key and WHACK_KEY"
which was reverted.
