Actually, I think those #defines were in a good neighbourhood.
I moved them so they were reachable by both lib/libswan and
programs/pluto. Some of this disentangling is tricky and will happen in
separate steps.

I don't know what happened there. In my editing, I had
changed not only "type" to "ty" but "0" to CERT_NONE.
You compiled without labeled ipsec. I always have Makefile.inc.local
with:
USE_LABELED_IPSEC=true
