My router reboots for a few minutes, and yes, at this time the Internet is
unavailable. But after that, the Internet is available and stable. Despite
this, as is evident from the logs, Pluto did not show any signs of life until
today, when I manually entered the command "up".

This initiating Main Mode is your end "restarting". So if that is not
succeeding something is wrong. Perhaps no network yet?
