Why can you not grab it over https?

wget -r -np https://download.libreswan.org/binaries/rhel/6/

If you are saying you install this on many machines internally, then
just having your own libreswan.repo file pointing to your http://
copy (obtained via the above wget command) should work.

We are not inclined to start offering HTTP services. One should
consider HTTP to be obsolete, just like FTP.
