Hi,

I figured it out. Before the hard disk crash, I was running fedora30.
After the crash, I rebuilt the system using fedora31 and restored the
config from fedora30.

There's either something wrong with libreswan on fedora31 or it
doesn't work when trying to connect to another fedora30 libreswan
system.
