There's either something wrong with libreswan on fedora31 or it
doesn't work when trying to connect to another fedora30 libreswan
system.
The only difference I see between f30 and f31 is that f30 has the
patch libreswan-3.29-updown-syntax.patch and f31 does not. I've just
pushed an update for f31, so this should appear in updates-testing
shortly. Similarly fedora/rawhide was missing this too, and a build
was fired of for that as well.
