Although it was pretty early (C64 original was 1984), the generally-accepted widespread use of digitized speech in a game was Castle Wolfenstein (Apple, 1981). There are various examples of digitized sound/speech in games before Castle Wolfenstein, but CW was by far the most popular and widespread (and a decent game, too).
